It is a "balanced and ambitious" proposal, whose importance lies in the fact that it is the first international agreement with legal force that binds the countries to control their emissions. Nevertheless falling short of the expectations and the real emerging needs of the environmental crisis in which we live, breaks new ground by taking universal nature and resulting from an agreement that goes beyond the usual differences between States, in an environment of cooperation and commitment to preserving the environment and achieving sustainable development.
